Who would be the most happy after the Barcelona transfer ban?

The world football governing body confirmed on Wednesday Barca cannot sign any players until the summer of 2015 due to multiple breaches surrounding the acquisition of individuals younger than 18. Should this decision be upheld, Barcelona are no longer in the running to sign David Luiz, leaving Chelsea’s boss Mourinho with a difficult situation. Barca are not allowed to buy players for the next two transfer windows and were fined £305,000 after they were found guilty of breaching restrictions on the signing of 10 teenagers between 2009 and 2013.
According to reports, Chelsea are confident on signing Spanish striker Diego Costa who currently plays for Atletico Madrid for a heavy sum. To finance this deal Chelsea needed enough cash and to meet those cash requirements the Portuguese boss had planned on selling Luiz for some 45 million pound prior to the announcement of Barca’s punishment. Failure to overturn such transfer restrictions would ensure Chelsea need to find another club that is ready to drop that kind of money on Luiz. So if we can say that overall it was a situation of no profit for Chelsea after the announcement of punishment on Barcelona.
Talking about Liverpool, Liverpool have a goalkeeper whose future seems uncertain in Pepe Reina after being constantly linked with a move to Barcelona – though he is currently on loan with Serie A club Napoli. It seems as though Brendan Rodgers does not see the Spanish international in his plans for the future after he sent him on loan subsequent to signing Simon Mignolet from Sunderland. So where does that leave his future? Barcelona seemed a likely option for the Spaniard but if he fails to convince the Liverpool manager he could be part of the Liverpool set-up under Rodgers then he may be surplus to requirements. Furthermore, there were several reports suggesting that Daniel Agger was subject to a bid from Barcelona in the summer for a significant fee - and given that Barca’s defensive options are quite short, Liverpool may have been facing another fight to keep hold of their vice-captain in the summer. Also, if the Reds wanted to cash in on Agger they may now find that a little more difficult.
Finally, we speak about the gunners. One thing that Arsenal can look forward to, for the next year or at least, is that FC Barcelona will not be able to poach any more of players from the Arsenal’s team. The Catalan giants have probably been the biggest thorn in the Gunners’ side in the transfer market in recent times, beating them to some talented youngsters with the lure of their famous academy at La Masia as well as the massive Nou Camp stadium and continual trophy success. More immediately, though, is the possibility that Arsenal could move in on the 17-year old Croatian wonder kid Alen Halilovic, who has been dubbed the next Lionel Messi. The Gunners were reportedly very keen on him when he broke onto the scene with Dinamo Zagreb last season, but it seemed that Barcelona had agreed a deal to take him. That will now, presumably, be off and it would be a real coup if Arsene Wenger could persuade him to come to the Emirates instead.
So the Gunners seem surely happy about the recent ban on transfer at Barcelona and they view this as an opportunity to attract and retain talent in their team.
